We provide consultation/ technical expertise in developing and managing the Range Training and Lands Program for the National Guard Bureau.
Golden, Weise and Associates (GWA), is a veteran owned small business located in Green Cove Springs Florida. GWA was founded in 1997 to provide training, development, design and consultation management strategies to include facilitation services for military ranges and targetry centers. Our Prime Customer is the National Guard Bureau.
GWA is the prime contractor for providing technical input to the National Guard Bureau on the Range Training and Lands Program (RTLP) to include certified/licensed support in the areas of range instrumentation, new range construction/existing range and targetry upgrades. GWA plans, coordinates, monitors and executes the National Guard Range Operations Certification Course and the Range Safety Certification Course. GWA provides the certified instructors and all required automation that are used to conduct these courses.

Our Services

 
Services include technical consultation which is done in conjunction with the Corp of Engineers, The Installations Facilities Management Office, Range Control Personnel, Contractors, Environmental Representatives. We provide consultation to include input on costing, regulatory, surveying, new/upgraded targetry installation, construction for new and or redesign of military firing ranges for National Guard Installation throughout the US.

GWA provides a portable classroom with certified instructors for Range Safety and Range Operations. Each course is 40hours and students will receive a certification of completion. These courses are conducted at numerous National Guard Installations throughout the year.

Clifford Weise - Managing Partner and CEO

 
Works actively with our primary contract with Army National Guard Headquarters in Arlington, VA since 2000. During his oversight, GWA has been the "continuity" for the Training Support Branch. Our team has provided the analysis to document ARNG needs for live-fire training facilities. We have developed their range modernization program from cradle to grave by budgeting and teaching range complex master planning, budgeting MILCON, minor construction, maintenance and repair, and depot level instrumentation repair. I have taught Range and Training Lands Program (RTLP) classes, have organized and attended Project Planning Document Charrettes, tracked minor construction projects and attended Construction. Compliance Inspection and Target Interface Inspections.

Elwood L. Hudelson - Senior Technical Lead for all Targetry

 
Elwood is the firm's expert on targetry development, maintenance training, installation and new equipment fielding. Also, functions as the primary consultant on technical issues involving new range construction and or modifications to existing ranges. He is the technical lead for all National Guard Bureau TRS, for range construction and range modernization efforts, for National Guard Installations Nation Wide. Performs reviews of plans and concepts at all strages of design for approximately 20 projects per year with a cumulative value of 30-35 million dollars. Throughout the construction phase of the projects he performs Construction Compliane Inspections in conjunction with the Corps of Engineers to insure the projects are being executed to the standards specified and work with the key players to resolve any issues and to ensure a smooth transition between the Contractor, the targetry manufacturer and the National Guard Installation.

Steven M. Sellers - Senior Trainer. Manager of Range Safety and Range Ops Course

 
Steve is the Program Manager the Range Operations Safety Course and the Range Operations Course. These courses are conducted nationwide on with usually 8-10 classes each year in different National Guard Installations. He oversees the management, (to include class size) coordination of the mobile classroom, to include transportation of the classroom, setup, automation, instructors, training aids etc. Upon completion of the course(s), he certifies the training and provides students a certificate of

Penelope (Penny) C. Brant - Human Resources

 
Penny is our firm's Human Resource Manager. She organizes, maintains, functions such as employee compensation, workers compensation policies and audits, general liability policies and audits, personnel policies, employee training, maintains the firms safety program, tracks and coordinates renewals of the firms insurance policies to include errors and omissions, automobile, building and content insurance general liability, workers compensation policies for our instructors and other employees who reside in numerous states. Penny is the primary point of contact for all personnel actions.
